Paperwork Pending section

We would like to see a "Paperwork Pending Client" section either before or after the "Paperwork Pending Rep" section. We have lots of instances when the paperwork has been mailed to a client or is waiting on something from the client and so its not really pending rep or admin, but it is pending client.
