Add additional Create As statuses

We need to add and update this area. 

1) As you create a new request item for paperwork, we want to rename Paperwork Pending to Paperwork Pending Admin.

2) We want to add a new level that would be Paperwork Pending Client. This will fall between Admin and rep.
